At one hour post drop on 9.1.1 PF, all colonists possessing at least a rank 2 certification in Firearms, to include Enforcers, Rangers, the Office of Radical Measures, and Unification Forces as well as private citizens and other civilians actively involved in colony defense, will meet for briefing and assignments in the center of the colony. Our purpose is to discuss the current security situation of the colony, the challenges we face, and our future.
Do not be late. Medina is not a patient mistress, and we have only what time we can take.

United Earth Authority Code of Principled Law
Established as a result of the Unification Accord, this code of law binds all of humanity under a consistent, simple system of rights, offenses, and penalties. This permits the UEA to regulate the behavior of individuals with minimal effort and complexity.
Continuity: The most basic and important principle guiding every decision at every level, Continuity simply and directly to the existence of the human species. There are no limits to what the UEA will authorize in pursuit of this principle. The ends justify the means, and no one life is worth protecting at the cost of the species. Humanity is precious; a human life is worth what they can provide.
Unity: The Second Dark Age officially ended with the Unification Wars. The founders knew that the crisis faced by humanity was caused by unnecessary conflict and division rooted in selfishness and greed. They also knew that the only solution was the combination of all human effort toward the goal of preserving the future existence of the species. This remains true; while dissent and poor morale are permissible and even expected in small quantities, compliance to the UEA is mandatory.
Primacy: Every society needs hierarchies of status, and the third principle establishes humanity’s new system. Defining and enforcing Primacy are the functions of the Primacy Directorate. Primacy is largely used to inform decision making throughout the process of investigating and resolving a crime.
The following actions are considered criminal and subject to penalty under UEA Law.
Misappropriation: Intentionally diverting resources from their official intended use or destination regardless of means or motive.
Unlawful Destruction: Causing unauthorized partial or complete destruction of any resource. This extends to living resources, including livestock, crops, and even other citizens.
Insubordination/Noncompliance: Willful or intentional failure to follow a direct instruction or persistent administrative policy issued by an authority.
Treason: Any willful or intentional action taken to directly impede operation of the United Earth Authority or any portion thereof. Includes, but not limited to: Unlawful Destruction in which the target is involved in or dedicated to official activities; any charge of Misappropriation where the targeted resource is necessary for official activity; or any charge of Insubordination or Noncompliance where the eschewed action is necessary for official function.
Fraud: Any act of intentional deception in an official communication, whether through misrepresentation, fabrication, or omission.
Incompetence: Failing to perform to certification standards, or willfully disregarding relevant information, thereby causing unexpected failure or loss of resources.
Negligence: Failure to perform a task with due diligence, thereby causing unexpected failure or loss of resources.
Incitement/Provocation: Directly promoting any criminal act, regardless of means.
Conspiracy: Planning, whether alone or with accomplices, to conduct any aforementioned criminal act.
The following are the sentences meted out by the UEA tribunals or during a field trial by qualified UEA Law Enforcement personnel. They are listed in order of severity from least to most.
Confiscation: Any resource used or otherwise involved in the crime, and appropriate additional resources are removed from the convict’s possession without compensation.
Fines: The convict surrenders an appropriate quantity of ration coupons immediately or over a set time period.
Corporal Punishment: The convict suffers physical pain and impermanent injury. In severe cases, permanent but non-lethal injury may be considered appropriate.
Rehabilitation: The convict is placed in UEA custody for a set period of time, during which time they are subjected to programs designed to discourage recidivism and increase their ability to function within society. These programs may range from education to medical treatment.
Labor: The convict is assigned to a work camp and their activity limited to the schedule set forth for the camp.
Total Rehabilitation: The convict’s recalled memories are erased, leaving no recollection of past events while (usually) leaving skill sets intact, and they are reeducated and reintroduced into society.
Termination: The convict’s life is taken in the most efficient way available.
Enforcement: While resources and specific procedures may vary as needed, the following basic tenets apply to every law enforcement action.
- Jurisdiction: The UEA has jurisdiction over all members of the human species and their holdings. Territories are defined strictly for administrative purposes. It is the shared responsibility of every law enforcement officer to cooperate in the enforcement of Principled Law and no petty territorial dispute will be tolerated.
- Individual Rights: Citizens may expect to benefit from certain very limited rights.
- Due Process: It is in the UEA’s best interest to ensure that the laws are enforced without waste or corruption. Citizens can expect to be charged and tried based on factual, verified evidence and according to appropriate procedure. The entire process will be conducted as efficiently as possible.
- Timeliness: Citizens can expect that the process will not take more time than necessary.
- Accountability: A citizen can expect that the watchmen are watched. Every field conviction with a permanent or irreversible sentence is immediately subject to review and potential compensation. Remaining cases will be reviewed at random. Citizens or their representatives may also apply for a review, subject to approval.
